After the flood, God promised Noah that he would never again destroy the earth with a flood and that it would serve as a sign of this covenant between God and all living creatures on earth [1]. The rainbow is seen as a symbol of hope, mercy, and grace, and it reminds us of God’s faithfulness and love towards his creation [2]

Easton’s Bible Dictionary

Caused by the reflection and refraction of the rays of the sun shining on falling rain. It was appointed as a witness of the divine faithfulness (Genesis 9:12-17). It existed before, but eventually, it became a sign of a covenant.

Others, however (as Delitzsch, Commentary on Pentateuch), think that it “appeared then for the first time in the vault and clouds of heaven.” It is argued by those holding this opinion that the atmosphere was differently constituted before the Flood. It is referred to three other times in Scripture (Ezekiel 1:27, 28Revelation 4:1-3; 10:1).

Behold, I establish my covenant with you and your offspring after you, and with every living creature that is with you, the birds, the livestock, and every beast of the earth with you, as many as came out of the ark . . . that never again shall all flesh be cut off by the waters of the flood, and never again shall there be a flood to destroy the earth.”
